The case for better business cases

Public sector bodies invest vast sums of money each year on new programmes. They are accountable to the public to deliver value for money and to consider broader economic, social and environmental impacts.

Each new programme must be supported by an approved business case, but developing these can require robust, objective evidence, a diverse set of skills and a structured development approach.

Business cases require public bodies to answer difficult questions regarding strategic direction, economic value, commercial achievability, financial viability and delivery, with the largest programmes being subject to Treasury approval.

Business cases are more than a box-ticking exercise – better business cases make it more likely that the best solution is chosen, give more transparency to decision-making and create accountability for the use of public funds.
