In 2025 zetten overheden wereldwijd AI in om de efficiëntie te verhogen en tegelijkertijd burgergerichte diensten te leveren, economische groei te stimuleren en innovatie te stimuleren. Maar beschikken ze ook over de benodigde datafundamenten om hun doelen te bereiken?

In het rapport Data foundations for government: From AI ambition to action van het Capgemini Research Institute wordt onderzocht in hoeverre de publieke sector vandaag de dag klaar is om het potentieel van zijn data-infrastructuur te benutten – om besluitvorming, efficiëntie en effectiviteit te verbeteren – maar ook om AI in te zetten om de toekomst van de overheid te transformeren.

Belangrijke inzichten zijn onder meer:

  • De meeste organisaties in de publieke sector zijn al bezig met het verkennen of actief inzetten van Gen AI-initiatieven, en 90% is van plan om in de komende twee tot drie jaar Agentic AI ​​te verkennen, te testen of te implementeren.
  • Om de transformatieve kracht van AI te benutten, hebben overheden sterke datafundamenten nodig die de beschikbaarheid, toegankelijkheid, kwaliteit en governance van data garanderen, samen met een schaalbare data-infrastructuur. Toch rapporteert minder dan 25% een hoge mate van volwassenheid op enig aspect van data-paraatheid, terwijl slechts een derde van de overheidsorganisaties zich als koploper kwalificeert in het opbouwen van dataparaatheid.
  • Alle door ons ondervraagde overheidsorganisaties hebben initiatieven voor datadeling of zijn van plan deze te starten. Deze initiatieven zijn cruciaal voor het aanpakken van complexe, onderling verbonden maatschappelijke vraagstukken. De meerderheid (65%) bevindt zich echter nog in de plannings- of pilotfase, en slechts 35% heeft initiatieven voor datadeling uitgerold of volledig geïmplementeerd.
  • Het merendeel van organisaties in de publieke sector maakt zich zorgen over de soevereiniteit met betrekking tot data (64% van de organisaties), de cloud (58%) en AI (52%). Dit benadrukt hun behoefte om zeggenschap en controle te behouden in de digitale sfeer bij het opbouwen van hun data- en AI-capaciteiten.

De bevindingen van het rapport zijn gebaseerd op een wereldwijd onderzoek onder leidinggevenden van 350 organisaties in de publieke sector in landen in Noord-Amerika, Europa, de regio Azië-Pacific en het Midden-Oosten. Het onderzoek omvatte overheidsinstanties op nationaal, provinciaal, lokaal en internationaal niveau, waaronder openbaar bestuur, belastingen en douane, welzijn, defensie, veiligheid en gezondheidszorg.
