Assess progress over time

Track the evolution of eGovernment performance from 2021 to 2023 with the interactive line chart. You can explore country scores across key dimensions and indicators by selecting specific countries, indicators, and life events using the drop-down menus provided.

These graphs present data collected through our comprehensive framework for evaluating online public services. In the 2024 data collection, the assessment is based on three key dimensions, comprising 20 underlying indicators and 51 survey questions. The analysis includes scores for 98 services across nine life events, based on data from 2,389 public administrations. From the 2021 to 2023 data collection, the evaluation was conducted using four key dimensions, each consisting of 14 underlying indicators and 48 survey questions. This analysis covered 95 services across nine life events, drawing on data from 3,077 public administrations. In both periods, these metrics are combined using a weighted formula to calculate maturity scores and provide insight into each country’s digital service maturity. For detailed definitions, please refer to the methodology paper.

The eGovernment Benchmark data also feeds into specific DESI indicators as part of the European Commissions Digital Decade Program. Find out more about these DESI indicators by clicking here for Citizen-relevant indicators, and here for Business-relevant indicators.

“Making it easy for citizens and businesses to engage with government increases the uptake of cost-effective and more sustainable digital services. Currently, however, many governments do not yet share service data, missing out on the one-government experience and preventing them deriving actionable insights from monitoring and evaluating the state-of-play. We help to design, build, and run trusted, interoperable data platforms and services built around the needs of citizens and businesses.”

“Let’s shape digital governments that are well-connected. Well-connected to their users, to each other and to the latest technologies. Europe is ready for a new generation of digital government service to impact and ease the lives of citizens and entrepreneurs.”
