Capgemini transforms VDAB’s business applications with OutSystems

Client: VDAB – Vlaamse Dienst voor Arbeidsbemiddeling en Beroepsopleiding
Region: Belgium
Industry: Public Sector

Capgemini teamed up with VDAB to modernize two legacy applications, safeguarding business continuity while igniting future innovation.

The Crossroads of Innovation

In June 2023, VDAB, a leading public service in Flanders, Belgium, faced a critical decision point. As an organization responsible for connecting job seekers with employment, career training, and guidance, VDAB relied heavily on two essential applications: Darwin and KVS. These applications were running on RedHat 7, which was nearing the end of its support. If they did not act swiftly, these applications would become unsafe to use, impacting VDAB’s vital services. After assessing their options, VDAB chose to rebuild the systems entirely in low code and selected Capgemini as partner to execute the project.

Overcoming the Obstacles

Capgemini conducted an analysis and identified two major challenges to tackle on the way to success.

  • The first major hurdle was the looming decommissioning of the RedHat 7 server. Recognizing the urgency, Capgemini identified the need for a modern, scalable platform that would replace the outdated server and ensure the security of VDAB’s critical applications. With low code, Capgemini could achieve the challenge in a record span of 9 months.
  • The second challenge was the lack of documentation for the legacy systems. This required Capgemini to go beyond just rebuilding the applications from scratch—they also needed to create comprehensive, reliable process documentation to make sure the systems could be clearly understood for future references.

Now it was time for Capgemini to face these challenges head on.

A Strategic Blueprint

The first step was an analysis of the legacy applications, Darwin and KVS and creating a roadmap to modernize them. Capgemini focused not only on replicating the original features but also on enhancing functionality and improving usability. Leveraging the strengths of OutSystems, Capgemini developed reusable components and produced detailed documentation, addressing the challenges created by shadow IT.

Throughout the project, Capgemini collaborated closely with VDAB through regular communication integrating their feedback and leveraging their insights. OutSystems’ agile framework enabled fast, efficient development, and Capgemini delivered the applications on time, meeting all requirements in terms of functionality and quality.

Turning Challenges into Successes

Capgemini and VDAB also closely collaborated to develop an innovated version of Darwin and KVS, that had

  • Enhanced features and an improved user experience
  • Opportunity for VDAB to easily deploy future updates and upgrades

A Future of Endless Possibilities

Capgemini did not just solve the immediate challenges for VDAB. By introducing OutSystems into their application landscape, Capgemini opened the world of low code for VDAB, allowing innovation and adaptability to future needs, including market changes, as they support job seekers across Flanders.
