Capgemini selected by the southeast consortium* in the US to implement a single unemployment insurance benefit system across three states: South Carolina, North Carolina division and Georgia

19 Dec 2013

The contract for SCUBI was awarded after a competitive tender process, recognizing Capgemini’s experience as a leading provider of Unemployment Insurance modernization solutions and services. The consortium selected Capgemini’s AcUlty Unemployment Insurance Benefits solution, which comprises Capgemini system integration and implementation services and is part of Capgemini’s Ready2Series2. The single AcUIty solution by Capgemini will replace the three states’ current individual UI systems and provide many new services, such as self-service portals for claimant filings and employer claim management. It will help increase agency performance through integrated business processes designed specifically for UI program administration, allowing improved assessment of eligibility for and more accurate payment of unemployment insurance.

The Capgemini solution is designed specifically for state-level UI benefits management and addresses high-volume and complex financial, eligibility and claims management requirements. The solution combines highly advanced rules-based information retrieval with workflow and case management processes. Capgemini’s AcUIty will enable UI agencies to improve the timeliness and quality of information gathering and guard against improper payments, with a focus on prevention of improper benefit payments rather than recovery. The solution for SCUBI features a cloud-based, infrastructure-as-a-service (IaaS) platform.

Representatives from SCUBI stated:

  • Cheryl M. Stanton, Executive Director, South Carolina Department of Employment and Workforce: “Through this multi-state consortia initiative, we can collectively modernize our aging unemployment benefits systems to improve services for our citizens. This modernization program will help us keep pace with the changing nature of each state’s labor force, and will allow for greater unemployment insurance and IT flexibility and will save money in the long run.
  • Mark Butler, Georgia Labor Commissioner: “Georgia’s employers and workers will appreciate the significant improvement of services that will be provided as a result of this three-state initiative. Sharing systems and resources will allow us to achieve greater efficiency through a core information platform that meets our common requirements, yet offers the flexibility to serve our individual state needs.”
  • Dale R. Folwell, Assistant Secretary for the North Carolina Department of Commerce’s Division of Employment Security: “We understand that the success of this project will not be at the final exam, but what happens between now and then to maximize the benefit to our customers, the claimants and employers of North Carolina. Our expectation is to update our system for the first time in decades at no expense to the state itself.”

“We applaud the forward-thinking approach behind the SCUBI initiative, which demonstrates how states can work together to modernize systems for unemployment insurance benefits. This win showcases our capabilities as a leading provider of solutions and services to help states improve performance and capabilities, as state and federal funds tighten,” stated Michael O’Malley, Vice President, State and Local Government, Capgemini Government Solutions LLC. “The SCUBI approach truly represents a new model for developing, implementing and hosting solutions for state government programs.”

“We are delighted to see adoption of the AcUlty Unemployment Insurance Benefits solution in the U.S state and local welfare markets,” said Stanislas Cozon, Head of Global Sectors, Capgemini. “The welfare market remains a key focus for us globally and this win demonstrates we are helping clients meet their transformation needs though innovative, efficient, and cost cutting solutions”.
