Capgemini has provided systems integrator services to enable the Commission on State Emergency Communications (CSEC) to seamlessly transition from Enhanced 9-1-1 (E9-1-1) to Next Generation 9-1-1 (NG9-1-1). Services provided for the initial phase of the State-level ESInet project included project management, system design, systems integration consulting, testing, and change management services. Capgemini is supporting CSEC’s vision of a State-level NG9-1-1 system designed and built according to industry standards that offers best-of-breed technologies to improve 9-1-1 services for the state’s citizens.
To support CSEC’s overall program objectives, Capgemini has also been engaged in support of their NG9-1-1 Test Lab project, to provide system architecture design, environment build-out, implementation/configuration, test planning, test execution, and results analysis services. The Test Lab project consists of multiple phases, the first of which was completed in Q1 of 2016, and was conducted in conjunction with Texas A&M University Internet2 Technology Evaluation Center (ITEC) test lab and focused on testing of transitional elements (Legacy Gateways). Phase I leveraged connections to legacy network providers and the installation and configuration of transitional elements to support the validation of functionality and interoperability of those elements within a simulated NG9-1-1 environment. Phase II of the project involves transitioning to a CSEC-owned test lab environment, hosted in a Texas Department of Information (DIR) lab. Capgemini is tasked with end-to-end build-out of this environment alongside participating component providers, including implementation of all components, coordination of component provider installs, as well as testing. Testing during this phase will focus on validating functionality and interoperability of Border Control Function (BCF), Emergency Call Routing Function (ECRF), and Emergency Services Routing Proxy (ESRP) functional elements.

- Assures seamless transition during migration to support the CSEC member 9-1-1 authorities and the citizens they serve.

- Allows CSEC the opportunity to select individual best of breed functional element providers, in lieu of using a single umbrella vendor.
