Digital sovereignty, with its inherent control and choice of how national infrastructure is operated, is part of the solution.<\/p>\n\n\n\n<h2 id=\"h-what-concerns-and-risks-do-public-sector-organizations-see-nbsp\" class=\"wp-block-heading\">What concerns and risks do public sector organizations see?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Maintaining operational continuity, protecting critical data, and reducing dependency on external technology providers are the primary concerns. Some 66% of public sector organizations believe excessive dependence on foreign providers creates digital resilience risks.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is echoed in the European Commission\u2019s <a href=\"https:\/\/www.capgemini.com\/in-en\/insights\/research-library\/egovernment-benchmark-report-towards-digital-government\/\" type=\"link\" id=\"https:\/\/www.capgemini.com\/in-en\/insights\/research-library\/egovernment-benchmark-report-towards-digital-government\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>eGovernment Benchmark Report 2026<\/em><\/a>, which states: \u201cAcross the European Union, government portals and their underlying data systems rely on hosting providers, cloud services and network operators that may fall under non-EU jurisdictions.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen these critical infrastructures are operated by non-EU providers, they can create dependencies that affect strategic autonomy and weaken the long-term resilience of Europe\u2019s digital public infrastructure.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Findings from the Capgemini Research Institute survey indicate that the risks and concerns of public sector leaders can be broken down as follows:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Operational resilience:<\/strong> This is the strongest driver behind digital sovereignty efforts, cited by 80% of government respondents.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Critical data:<\/strong> Greater autonomy and control over data, models, and intellectual property is cited by 76% of public sector respondents.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Transparency, flexibility, and compliance:<\/strong> Better transparency, auditability, and accountability is cited by 77%, followed by flexibility to adapt to changing regulations (76%), and regulatory compliance and jurisdictional certainty (72%).&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Technology dependencies: <\/strong>Government organizations identify cybersecurity (51%), connectivity (44%), data (41%), and AI (41%) as the areas posing the highest risk to operational continuity. Among those seeing risk, 65% rely on foreign connectivity providers, 53% rely on foreign cloud providers, and 63% rely on foreign hardware providers.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Visibility:<\/strong> Only 15% of public sector organizations have fully mapped technology dependencies, while 64% have only partial or reactive visibility, and 21% say no visibility at all.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Most significantly, 85% of government organizations are classified as having \u201csignificant exposure\u201d to digital sovereignty risks, according to the report\u2019s Digital Sovereignty Index.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h1 id=\"h-85-of-government-organizations-are-classified-as-having-significant-exposure-to-digital-sovereignty-risks\" class=\"wp-block-heading\"><em>85% of government organizations are classified as having \u201csignificant exposure\u201d to digital sovereignty risks<\/em>.<\/h1>\n<\/blockquote>\n\n\n\n<h2 id=\"h-what-is-the-digital-sovereignty-index\" class=\"wp-block-heading\">What is the Digital Sovereignty Index?\u00a0<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Digital Sovereignty Index reflects the extent to which an organization relies on foreign or externally controlled supply chains; the concentration of suppliers or tech providers; and the ability to switch or substitute vendors in the event of disruption, conflict, or adverse conditions.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the purposes of the Capgemini Research Institute report, these aspects were assessed in the context of the operational criticality of each tech layer. This measures how close an organization is to an ideal state, as follows:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Close to the ideal state&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strong but gaps exist&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moderate\/mixed&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Significant exposure.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 id=\"h-how-do-digital-sovereignty-and-resilience-interconnect-nbsp\" class=\"wp-block-heading\">How do digital sovereignty and resilience interconnect?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Digital sovereignty and resilience are closely connected, but they are not the same.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Resilience is the ability of government to maintain critical public services, decision-making capacity, and operational flexibility under geopolitical, regulatory, supplier, cyber, or technological stress.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Digital sovereignty strengthens that resilience where it gives public sector leaders greater control over critical capabilities, clearer visibility of dependencies, and the ability to switch, adapt, or reconfigure services when conditions change.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not mean pursuing self-sufficiency across every system. In an interconnected technology ecosystem, resilience depends less on isolation than on managed interdependence: knowing which capabilities must remain under direct or assured control, where trusted partners are essential, and how portability, interoperability, and exit options can be built into operating models.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sovereignty matters most where a loss of control would undermine the continuity of essential services or the ability of government to act in a crisis. The objective is therefore not sovereignty for its own sake, but a pragmatic balance of control, choice, interoperability, and trusted partnerships that keeps government services resilient under disruption.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\">What impact has artificial intelligence had on sovereignty decisions?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just over three-quarters (76%) of public sector organizations now prioritize AI as part of their digital sovereignty agenda, ahead of connectivity (63%), software (59%), and data (56%).<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<h1 id=\"h-76-of-public-sector-organizations-now-prioritize-ai-as-part-of-their-digital-sovereignty-agenda\" class=\"wp-block-heading\"><em>76% of public sector organizations now prioritize AI as part of their digital sovereignty agenda<\/em>.<\/h1>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Control is a key driver of this. Nearly three-quarters (70%) of public sector organizations cite long-term control over AI capabilities, costs, and roadmaps as a key motivation. This reflects concerns about future control over models, compute capacity, costs, and strategic capabilities.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As AI becomes embedded in public service delivery, sovereignty decisions increasingly become resilience decisions: governments must be able to understand, steer, adapt, and recover AI-enabled services under stress. This makes visibility, accountability, and the ability to intervene in AI-enabled operating models as important as control over infrastructure itself.&nbsp;<\/p>\n\n\n\n<h2 id=\"h-how-are-public-sector-leaders-responding-to-the-risks-nbsp\" class=\"wp-block-heading\">How are public sector leaders responding to the risks?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We are seeing a move from awareness to action. 27% of public sector organizations have already implemented a digital sovereignty strategy and 48% are actively developing one.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are also seeing a growth in governance capabilities. Almost 12% of government organizations have appointed a chief sovereignty officer or equivalent role, while a further 44% are considering doing so.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 id=\"h-how-is-sovereignty-being-funded-as-part-of-the-response\" class=\"wp-block-heading\">How is sovereignty being funded as part of the response?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Governments have committed to making investment decisions in line with their sovereignty goals. In fact, around 62% have allocated budgets to digital sovereignty. While most commonly this investment is part of IT modernization programs (40%), a quarter of organizations group it with risk\/compliance spend.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investment focus extends across the technology stack. Government respondents most frequently include data (75%), cybersecurity (71%), cloud (69%), software (66%), hardware (54%), and AI (51%) within their definitions of digital sovereignty.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 id=\"h-how-can-public-sector-leaders-protect-their-future-digital-sovereignty-nbsp\" class=\"wp-block-heading\">How can public sector leaders protect their future digital sovereignty?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We believe that digital sovereignty should be treated as a strategic leadership issue rather than a narrow technology program.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To this end \u2013 and as a global-scale partner orchestrator for sovereignty programs \u2013&nbsp; we recommend the following steps:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Define what level of control is required for critical services and establish governance mechanisms.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assess exposure by mapping critical services, data flows, suppliers, and technology dependencies.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Evaluate concentration risks, substitution options, and vulnerability to geopolitical or regulatory disruption.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avoid imposing sovereignty requirements across every system: instead, focus investment on the capabilities, workloads, and assets most critical to service delivery and national interests.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Build portability, interoperability, exit strategies, and alternative sourcing arrangements into operating models.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 id=\"h-ensuring-resilience-through-control-innovation-and-choice-nbsp-nbsp\" class=\"wp-block-heading\">Ensuring resilience through control, innovation, and choice&nbsp;&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Understandably, with digital services increasingly forming the backbone of how government operates and meets citizens\u2019 needs, sovereignty has become a strategic imperative. While European countries have looked at this in considerable depth, we also note that sovereignty has become a key question in other parts of the world.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sovereignty enables governments to maintain control of their digital domains and resist external pressures across the digital value chain. It also enables countries to continue benefiting from external innovation and technology ecosystems.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, public sector leaders want the freedom to make strategic technology choices, switch providers when necessary, protect sensitive citizen data, and ensure continuity of essential services.
