Fife Council plans major business and ICT change programme in partnership with Capgemini

28 Jan 2013

Fife Council and Capgemini UK plc today announced the signing of a four-year transformational partnership to deliver significant cost savings and efficiency improvements for the council.  It aims to optimise business processes across the council, implement major change programmes and transform the information and communications technology (ICT) which supports local services.

Fife Council is Scotland’s third largest local authority and includes the historic towns of Dunfermline, Kirkcaldy and St Andrews. Capgemini is one of the world’s foremost providers of consulting, technology and outsourcing services. The partnership will implement change  programmes with an estimated value of up to £26 million over the four-year period.

Michael Enston, Fife Council’s Executive Director of Corporate Services, said: “We have created this partnership to address the significant budget challenges facing us in the years ahead. It represents a whole new way of working for Fife Council, which has got to be smarter and more efficient across the board.

We have already budgeted to invest in modernising our systems and supporting change across the council, and are confident that our partnership with Capgemini will combine the best of the public and private sectors  to get the best possible value from our investment and deliver first-class services for the people of Fife.

Together we will identify opportunities for business improvements and make them happen, accelerate major change programmes, improve service delivery to residents and local businesses, and optimise the way all council departments work, with a more commercial and disciplined approach.

Councillor Linda Erskine, Executive Member for Finance and Corporate Services at Fife Council, said: “This exciting development will give employees access to the modern tools they need to do their jobs efficiently and with ever better levels of service to the people of Fife. It will help individuals improve and update their skills as well as streamlining information sharing  within and between Council departments.

Capgemini was selected for the partnership following a six-month procurement exercise involving responses from more than 20 leading national and international companies. The Council says that Capgemini was selected because of its collaborative approach, its experience and understanding of the public sector culture, its proven ability to drive improvements in services to the citizen, and its track record in successfully completing complex large-scale change programmes for clients in the public and private sectors, including major departments of HM Government and local authorities across the UK.

The partnership will be led by a joint Partnership Management Board comprising three people each from Fife Council and Capgemini. A shared resourcing model will be deployed, with people from both organisations working together for the partnership to meet the needs of specific projects, and with teams based at the council’s main offices in Glenrothes and at Capgemini offices in Edinburgh and Glasgow. Work programmes under the partnership are starting this month (January 2013).

Neil MacLean, Vice President of Capgemini UK and a member of the Partnership Management Board, said: “We are naturally delighted to have been entrusted with such a key role in this new and exciting partnership and we are clear in our intention to bring an accelerated pace of change, delivery certainty and proven, quantified benefits to Fife Council and hence to the people of Fife.

Charlie Anderson, Fife Council’s Head of ICT and a member of the Partnership Management Board, said “We are looking forward to working with Capgemini in such an exciting and innovative way. Everyone is aware of the challenges the public sector faces and ICT  increasingly underpins the council change programmes which must deliver efficiencies and real benefits for Fife and its communities. This partnership will help us speed up change within the organisation and develop the kind of skills and capabilities the public sector needs to meet the challenges ahead.

In line with Capgemini’s focus on service integration, a key feature of Capgemini’s proposal is its plan to deploy an ‘ecosystem’ of vendors, using a formula that the company has used successfully with several other UK clients. This approach will enable Fife Council to benefit from the best modern technologies from around the world from a variety of vendors.

The first project to be tackled by the new partnership will be the selection and implementation of a new council-wide Enterprise Resource Planning system.
