Gloucestershire County Council plans to effect savings totalling some £60 million
over the next four years in a major programme of transformation carried out with
business and IT consultants from Capgemini UK plc (“Capgemini”). The council’s ‘Building our Future’ programme aims to improve
efficiency across all departments, eliminate waste and bureaucracy, and put greater
focus on improved customer services.

The planned savings will come on top of the £43 million efficiency savings delivered
by the council over the last three years and the additional £5 million annual
savings being won from the beginning of last year following the implementation
by Capgemini of a new council-wide IT system in January 2008.

The transformation programme, which has already started, will include a new budget
and planning framework, organisational changes which are expected to speed up
decision making and make processes leaner and less bureaucratic, and a renewed
focus on customer services, with improved choice and access including online,
email, face-to-face and phone-based services.

Peter Bungard, Chief Executive of Gloucestershire County Council, said: ‘Our new IT system provides a springboard for change by improving communications
across the council, by giving staff the consistent and timely information they
need for decision-making, and by allowing us to explore in detail a number of
money-saving scenarios. Working with Capgemini, with its strong record of streamlining
local government, is also key to our plans to drive out further significant efficiencies.’

Capgemini senior executive Alan Richell, who has been seconded to the council to lead Gloucestershire’s ‘Building our
Future’ programme, said: Gloucestershire County Council has already achieved enormous success in saving
money while improving the quality of its services for Gloucestershire people..
But based on our experience with other UK local authorities, there is much still
to be done, and our team of consultants are working in close collaboration with
council staff to find and deliver further important efficiencies and savings.’

Capgemini was selected as transformation partner for Gloucestershire County Council’s
‘Building our Future’ programme because of it strong track record in UK local
government, its cost-effective proposals and its history of effective project
delivery at the council.
