The Department for International Development (DFID) is reporting major efficiency
gains following the completion of a comprehensive human resources transformation
programme carried out with HR specialists from the management consultancy arm of Capgemini UK plc.

The 14-month programme has streamlined and standardised the people management
processes used by DFID for its 2,500 staff in the 64 countries worldwide in which
it operates, and the Department says that the anticipated benefits are already
evident. They include faster and better matching of people with vacancies, significant
efficiency savings in the HR function, reduced paperwork, and much greater control
by line managers over processes such as recruitment, promotions, overseas postings,
secondments and transfers, as well as over HR budgets.

Capgemini UK plc consulting team, working in close collaboration with the DFID
team, also developed and helped implement new e-enabled people management processes
based on web technology and a new DFID Intranet. As a result, activities such
as recruitment are now faster and more transparent to all concerned, including
the managers and staff involved, with substantially less involvement by the DFID
HR department in routine processes, many of which have now been automated.

Pam Jenkins, HR Transformation Programme Manager at DFID, said: “Our transformation programme reflects the drive across Government for greater
efficiency, best practice and standardisation of processes. Working with Capgemini,
we have placed ourselves at the forefront of that drive and are now reaping the
benefits in our work across the world. I would like to express my thanks to our
own staff and the Capgemini team for all their hard work and for the very successful
results they have achieved. Throughout the project the Capgemini personnel displayed
high levels of competence in their specialist areas, exceptional flexibility and
excellent team working with our own people, and I am delighted with the end results
of this important programme.”

She added: “Following completion of the project, DFID is firmly on track to achieve the expected
ongoing financial savings of almost £1 million per annum. The project was completed on time and within budget and gained an exceptionally
high rating in the Office of Government Commerce Common Assessment Framework.”

Neil MacLean, Vice President of Capgemini UK plc and Account manager for DFID, said: “The joint Capgemini and DFID team must be congratulated on a great result, and
one which shows very clearly why Finance and Employee Transformation is one of
the fastest growing areas of our UK consultancy business. It is also good to know
that by helping DFID increase its efficiency, we have contributed to Britain’s
fight against world poverty.”

DFID manages Britain’s £5 billion annual aid to poor countries and works to get
rid of extreme poverty. The Department supports long-term programmes to help tackle
the underlying causes of poverty and responds to emergencies, both natural and
man-made. Around half of its 2,500 staff are based abroad. Its website is
