The programme involves the redesign of procurement across both local authorities
to ensure best practice to 21st century standards. Capgemini will also support the deployment of eProcurement
systems at both Councils, facilitating contract collaboration and providing opportunities
to share supplier e-enablement and contract content in a cost-effective manner.

The two councils together spend some £500 million per year on external procurement
and are looking to achieve substantial cost reductions as a result of the procurement
transformation programme. They foresee savings being generated via a number of
- stronger negotiation with suppliers as a result of centralised buying and improved
- elimination of duplication of effort between the two councils and across council
departments as a result of working together
- better contract compliance and elimination of off-contract purchasing
- rationalisation of the supplier base streamlining of procedures and processes
- cutting paperwork by moving to electronic ordering, invoicing and records.
