The Metropolitan Police Service (MPS) announced today the CUBIT collaboration,
led by Capgemini UK plc, has been selected as the Preferred Bidder for the new
single supplier contract to provide information, communication and technology
services to the organisation.

The CUBIT collaboration is comprised of Capgemini, Unisys and BT.

The decision comes after an intensive six-month process, where the bids from
the two remaining bidder collaborations were scrutinised in detail to find the
most suitable supplier for the seven-year contract, worth around £350 million.

Two bidder collaborations made it through to this phase of the process.  metAgility,
led by EDS, has been retained as the Reserve Bidder in this process.

The MPS and the CUBIT collaboration will now enter a period of intensive negotiations
to finalise remaining contract details.  This process is planned for completion
in late November, when the contract will be presented to the Metropolitan Police
Authority for final approval.  Once approved, the contract will be signed and
transition arrangements will commence immediately. Delivery of services by the
new supplier is planned to commence in summer 2006.

Incumbent suppliers of these services have been informed of the decision and
their contracts ensure continuity of service as the MPS completes its tender process.

MPS Director of Information, Ailsa Beaton, said today’s announcement is a significant
step forward in the process.

“I am very happy to announce today we have selected the CUBIT collaboration as
our Preferred Bidder to move forward into contract negotiations.

“Throughout this process all bidders offered us strong proposals on how they
can deliver a service that responds to the very specific needs of the MPS and
support us through our continuing modernisation programme that aims to deliver
21st Century policing to people in London.

“I would like to extend my thanks to metAgility.  The last six months have seen
thorough and detailed discussions and the decision has been difficult to say the
least,” Miss Beaton said.

Miss Beaton said the contract is a major component in the Directorate of Information’s
drive to improve the delivery of information, communications and technology (ICT)
services to the organisation.

“Through this contract we aim to increase the quality of ICT service for all
MPS staff; set customer-focused service levels, and provide greater visibility
of the quality of service.

“Also we want to achieve strategic benefits through the streamlining of contract
management; the provision of improved management reporting of service and cost
data, and enabling the benchmarking of service costs against market rates to ensure
they remain competitive over the life of the contract.”

to re-compete contracts in a number of areas.  These contracts, originally outsourced
in 1998 and 1999, include pay and pensions, transport and facilities management.
