Glasgow City Council is aiming for a significant reduction in procurement costs
over the next five years with help from the Scottish arm of consultants Capgemini
UK plc (“Capgemini”).

A new consultancy contract with Capgemini will help Glasgow City Council to fast-track
its adoption of the Scottish Executive’s eProcurementScotl@nd (ePS) electronic
purchasing service. The service is designed to bring significant cost savings
and new efficiencies to the procurement function across the whole range of goods
and services purchased by Scotland’s public sector.

The contract with Capgemini will help Glasgow to gain the benefits of ePS rapidly
and get its own staff up to speed on the new system without delay.

Elma Murray, Head of eGovernment and Development at Glasgow City Council, said:
‘Glasgow City Council is delighted to be joining ePS. I am confident that involvement
in the service will be a key strand of the Council’s efficient government programme.
Joining the service again illustrates Glasgow City Council’s willingness to collaborate
and work in partnership with the Scottish Executive and other public sector bodies,
and harness the expertise of private sector companies such as Capgemini.’

She added that the benefits of ePS to Glasgow City Council will include:

  • Setting up a standard, easy-to-use purchasing system;
  • Ensuring compliance by all purchasers to the agreed contracts;
  • Allowing all spending within each contract to be aggregated to get the best price;
  • Providing important management information on all purchasing activities.

Nick Bowd, Director of the Scottish Procurement Directorate at the Scottish Executive,
said: ‘We are naturally delighted that Scotland’s largest local authority has
signed up to the ePS service. With the benefit of expertise gained from the ePS
programme to date, they will soon be seeing the benefits. The arrival of Glasgow
City Council brings the number of public sector organisations within ePS to 57,
ahead of the target we set ourselves of 50 user organisations by end-2005.’

The Capgemini consultants working on the six-month project will include specialists
in strategic procurement, supplier management, change management, networked IT,
systems integration and staff training.
