Commission europ\u00e9enne r\u00e9v\u00e8le \u00e0 mi-parcours de la D\u00e9cennie num\u00e9rique de l\u2019Europe \u00e0 la fois des avanc\u00e9es significatives et des domaines n\u00e9cessitant encore des am\u00e9liorations.<\/h3>\n\n\n<h4 class=\"wp-block-heading\" id=\"h-construire-des-services-publics-en-ligne-accessibles\"><strong>Construire des services publics en ligne accessibles<\/strong><\/h4>\n\n\n<p>Les gouvernements de l\u2019Union europ\u00e9enne poursuivent leurs efforts pour garantir que les services publics en ligne soient accessibles \u00e0 tous, partout. Plus de\u00a014 000 sites web\u00a0ont \u00e9t\u00e9 \u00e9valu\u00e9s par une \u00e9quipe de \u00ab Mystery Shoppers \u00bb, portant sur\u00a098 services\u00a0li\u00e9s \u00e0\u00a0neuf \u00e9v\u00e9nements de vie\u00a0(moments cl\u00e9s n\u00e9cessitant des services publics).<\/p>\n\n\n<p>L\u2019\u00e9valuation a \u00e9galement mesur\u00e9 les\u00a0indicateurs cl\u00e9s de performance (KPI)\u00a0du\u00a0Programme politique de la D\u00e9cennie num\u00e9rique (DDPP), pour les services en ligne destin\u00e9s aux citoyens et aux entreprises. R\u00e9sultat : les entreprises (score de\u00a086\/100) sont mieux servies que les citoyens (82\/100), m\u00eame si l\u2019\u00e9cart se r\u00e9duit.<\/p>\n\n\n<p>Le rapport annuel sur l\u2019e-Gouvernement fournit aux gouvernements et aux prestataires de services publics en ligne des informations pr\u00e9cieuses. Ces donn\u00e9es leur permettent d\u2019\u00e9valuer les actions encore n\u00e9cessaires pour garantir une infrastructure de services num\u00e9riques\u00a0s\u00e9curis\u00e9e,\u00a0inclusive\u00a0et\u00a0souveraine. Par exemple, comme les ann\u00e9es pr\u00e9c\u00e9dentes, l\u2019\u00e9tude montre que malgr\u00e9 les progr\u00e8s r\u00e9alis\u00e9s au niveau national, la disponibilit\u00e9 des services en ligne\u00a0transfrontaliers\u00a0reste nettement inf\u00e9rieure.<\/p>\n\n\n<p><strong>L\u2019\u00e9tude s\u2019est \u00e9galement pench\u00e9e sur l\u2019adoption de l\u2019intelligence artificielle (IA). Elle r\u00e9v\u00e8le une tendance \u00e0 la hausse :\u00a060 %\u00a0des portails nationaux proposent d\u00e9sormais une assistance en direct, dont\u00a043 %\u00a0via des\u00a0chatbots aliment\u00e9s par l\u2019IA.<\/strong><\/p>\n\n\n<p>Trois dimensions cl\u00e9s ont \u00e9t\u00e9 \u00e9valu\u00e9es dans le rapport 2025 sur l\u2019e-Gouvernement :<\/p>\n\n\n<ul class=\"wp-block-list\">\n\n<li><strong>Fourniture de services en ligne<\/strong> : dans quelle mesure les services sont-ils accessibles en ligne, au niveau national, transfrontalier et sur mobile ? 92 %\u00a0des services destin\u00e9s aux utilisateurs nationaux peuvent \u00eatre r\u00e9alis\u00e9s en ligne, contre seulement\u00a058 %\u00a0pour les utilisateurs transfrontaliers.<\/li>\n\n\n<li><strong>Indicateurs d\u2019interop\u00e9rabilit\u00e9<\/strong> : quelle est l\u2019efficacit\u00e9 de la r\u00e9utilisation des solutions d\u2019e-Gouvernement et de la coop\u00e9ration entre administrations ? 81 %\u00a0des services permettent une authentification s\u00e9curis\u00e9e via l\u2019eID, mais seulement\u00a045 %\u00a0des services transfrontaliers acceptent les identifiants nationaux d\u2019autres \u00c9tats membres.<\/li>\n\n\n<li>Portails conviviaux : es portails sont-ils faciles \u00e0 utiliser et accessibles, avec des aides comme le support en ligne ou les m\u00e9canismes de retour d\u2019exp\u00e9rience ? 98 %\u00a0des portails proposent une section FAQ, et\u00a095 %\u00a0offrent des d\u00e9monstrations pour accompagner les utilisateurs.<\/li>\n\n<\/ul>\n\n\n<p>Le rapport souligne que la\u00a0cybers\u00e9curit\u00e9\u00a0et l\u2019accessibilit\u00e9 web\u00a0sont des\u00a0facteurs cl\u00e9s\u00a0et des\u00a0acc\u00e9l\u00e9rateurs\u00a0dans la mise en \u0153uvre et l\u2019adoption des services d\u2019e-Gouvernement, aux c\u00f4t\u00e9s de l\u2019intelligence artificielle\u00a0utilis\u00e9e pour le support en direct. Il est toutefois int\u00e9ressant de noter que des\u00a0progr\u00e8s restent n\u00e9cessaires\u00a0dans ces deux domaines.<\/p>\n\n\n<p>Plus de la moiti\u00e9 (57 %) des sites web analys\u00e9s\u00a0ne respectent pas au moins un\u00a0des\u00a0huit crit\u00e8res\u00a0s\u00e9lectionn\u00e9s des\u00a0Web Content Accessibility Guidelines (WCAG 2.1).<br>En mati\u00e8re de cybers\u00e9curit\u00e9, les performances sont \u00e9galement limit\u00e9es :\u00a0moins de 1 %\u00a0des sites ont\u00a0individuellement satisfait aux 13 crit\u00e8res\u00a0\u00e9valu\u00e9s, ce qui sugg\u00e8re que\u00a0la majorit\u00e9 des portails gouvernementaux de l\u2019UE ne r\u00e9pondent pas aux normes essentielles de cybers\u00e9curit\u00e9.<\/p>\n\n\n<p>Malgr\u00e9 des\u00a0progr\u00e8s constants\u00a0dans la plupart des domaines analys\u00e9s, il sera\u00a0crucial d\u2019acc\u00e9l\u00e9rer les am\u00e9liorations\u00a0dans les aspects les moins performants de la fourniture de services en ligne pour atteindre, d\u2019ici la fin de la d\u00e9cennie, un secteur public num\u00e9rique\u00a0v\u00e9ritablement inclusif et r\u00e9silient.<\/p>\n\n\n<div
