Alors que le ministre charg\u00e9 de la fonction publique estime qu\u2019il faut &#8220;mener une r\u00e9forme d\u2019ampleur centr\u00e9e sur l\u2019attractivit\u00e9 de la fonction publique&#8221;, le levier de l\u2019int\u00e9gration des nouveaux arrivants est cl\u00e9 pour les administrations.<\/p><\/div><\/div><\/div><\/div><\/section>\n\n\n\n<section class=\"wp-block-cg-blocks-group undefined section section--article-content\"><div class=\"article-main-content\"><div class=\"container\"><div class=\"row\"><div class=\"col-12 col-md-11 col-lg-10 offset-md-1 offset-lg-1\"><div class=\"article-text article-quote-text\">\n<h2 class=\"wp-block-heading\" id=\"h-l-onboarding-un-enjeu-cle-tant-pour-les-employeurs-prives-que-publics\"><strong>L\u2019onboarding, un enjeu cl\u00e9 tant pour les employeurs priv\u00e9s que publics<\/strong><\/h2>\n\n\n\n<p>Derri\u00e8re l\u2019anglicisme onboarding (\u00ab faire monter \u00e0 bord \u00bb, accueillir), se trouve l\u2019ensemble du processus d\u2019int\u00e9gration mis en place \u00e0 l\u2019arriv\u00e9e d\u2019une nouvelle recrue. L\u2019objectif est de permettre \u00e0 la personne recrut\u00e9e de comprendre son nouvel environnement et de faciliter sa prise de poste. La p\u00e9riode d\u2019accueil s\u2019\u00e9tend du recrutement &#8211; et donc avant m\u00eame l\u2019arriv\u00e9e en poste &#8211; jusqu\u2019aux premiers mois en poste.<\/p>\n\n\n\n<p>Participant de la \u00ab marque employeur \u00bb, un accueil r\u00e9ussi permet \u00e0 l\u2019employeur de v\u00e9hiculer une image positive ainsi que de susciter la motivation et le sentiment d\u2019appartenance des nouveaux arrivants. L\u2019int\u00e9gration des nouveaux arrivants n\u2019est pas l\u2019apanage des entreprises. Pr\u00e8s de 9% des agents de la fonction publique effectuent une mobilit\u00e9 chaque ann\u00e9e (soit plus d\u2019un million de personnes par an). Outre l\u2019int\u00e9gration des primo-affect\u00e9s en sortie de concours, il est d\u00e8s lors cl\u00e9 pour les employeurs publics de fid\u00e9liser les agents ayant r\u00e9alis\u00e9 une mobilit\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-le-secteur-prive-deploie-de-nombreux-outils-et-bonnes-pratiques\">Le secteur<strong> priv\u00e9 d\u00e9ploie de nombreux outils et bonnes pratiques<\/strong><\/h2>\n\n\n\n<p>Si les univers professionnels publics et priv\u00e9s sont diff\u00e9rents, certaines probl\u00e9matiques et r\u00e9ponses sont largement transposables.<\/p>\n\n\n\n<p>L\u2019enjeu est d\u2019adopter une posture manag\u00e9riale accueillante et reposant sur des rituels. De nombreuses actions peuvent ainsi \u00eatre mises en place : journ\u00e9e \u00ab vis ma vie \u00bb en amont, rapport d\u2019\u00e9tonnement \u00e0 1 et 3 mois, compagnonnage autour d\u2019un bin\u00f4me nouvel arrivant \/ ancien ou encore mise en place de packs physiques de bienvenue. Toutes ces actions sont \u00e0 m\u00eame d\u2019enclencher un sentiment d\u2019appartenance.<\/p>\n\n\n\n<p>Les entreprises mobilisent \u00e9galement les collaborateurs lors de la phase d\u2019int\u00e9gration, en favorisant un sentiment de responsabilit\u00e9 collective. Ainsi, chacun peut et doit \u0153uvrer au bon accueil. Par exemple, il est possible de planifier des rencontres avec les services supports ou encore de partager en interne le parcours professionnel du nouvel arrivant et ses missions \u00e0 venir.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-des-dynamiques-a-l-oeuvre-dans-les-administrations-centrales-et-locales\">Des dynamiques \u00e0 l&#8217;\u0153uvre dans les administrations centrales et locales<\/h2>\n\n\n\n<p>Les administrations se sont pleinement empar\u00e9es de ces outils et pratiques au cours des derni\u00e8res ann\u00e9es. En premier lieu, il peut \u00eatre cit\u00e9 la boite \u00e0 outils mise \u00e0 disposition par la direction g\u00e9n\u00e9rale de l\u2019administration et de la fonction publique (DGAFP). Sous forme de fiches-actions, cette boite \u00e0 outils recense et synth\u00e9tise les bonnes pratiques minist\u00e9rielles en mati\u00e8re d\u2019accueil, d\u2019int\u00e9gration et d\u2019accompagnement des primo-arrivants.<\/p>\n\n\n\n<p>A titre d\u2019illustration, La Fabrique RH, laboratoire d\u2019innovation RH de la pr\u00e9fecture de r\u00e9gion d\u2019Ile-de-France, a cr\u00e9\u00e9 une fiche-r\u00e9flexe permettant aux managers d\u2019avoir \u00e0 l\u2019esprit toutes les actions \u00e0 pr\u00e9voir pour assurer l\u2019accueil du nouvel arrivant (ex : logistique, information du service\u2026). De m\u00eame, La Fabrique RH a r\u00e9alis\u00e9, \u00e0 destination des managers, une vid\u00e9o humoristique sur \u00ab les erreurs \u00e0 ne pas commettre \u00bb. Ces outils ont \u00e9t\u00e9 con\u00e7us \u00e0 l\u2019occasion d\u2019un atelier avec un panel de nouveaux arrivants qui ont pu faire leur retour d\u2019exp\u00e9rience et proposer des pistes d\u2019am\u00e9lioration.<\/p>\n\n\n\n<p>Dans le contexte du Covid puis de l\u2019accroissement de la pratique du t\u00e9l\u00e9travail, l\u2019importance accrue du onboarding a \u00e9t\u00e9 soulign\u00e9e r\u00e9cemment par un article de La Gazette des communes qui retrace la dynamique \u00e0 l\u2019\u0153uvre au sein des collectivit\u00e9s territoriales.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-de-nouvelles-approchent-permettent-d-aller-plus-loin\">De nouvelles approchent permettent d&#8217;aller plus loin<\/h2>\n\n\n\n<p>Pour aller plus loin, c\u2019est sous l\u2019angle du \u00ab pr\u00e9-accueil \u00bb que doit \u00eatre pens\u00e9e l\u2019arriv\u00e9e du nouvel agent. C\u2019est-\u00e0-dire pour les activit\u00e9s se situant entre le recrutement et l\u2019arriv\u00e9e de l\u2019agent \u00e0 son poste. Par exemple, il est possible de cr\u00e9er une plateforme de pr\u00e9-embarquement et d&#8217;apprentissage afin de familiariser les nouveaux entrants avec leur \u00e9cosyst\u00e8me. Cette approche permet de donner au recrut\u00e9, avant m\u00eame son arriv\u00e9e, un sentiment d&#8217;appartenance \u00e0 la structure, de minimiser les risques de non-pr\u00e9sentation le jour J ainsi que de r\u00e9pondre \u00e0 de premi\u00e8res questions simples.<\/p>\n\n\n\n<p>Plus largement, il s\u2019agit de porter une attention particuli\u00e8re aux \u00ab moments cl\u00e9s \u00bb de l\u2019exp\u00e9rience de l\u2019agent : de la candidature au d\u00e9part de ses fonctions, en passant par la formation. Pour comprendre finement les attentes des agents et ainsi les traduire dans les moments cl\u00e9s, des m\u00e9thodologies telles que l\u2019ethnographie peuvent \u00eatre mobilis\u00e9es.
