Carbon Leakage tritt auf, wenn in der EU ans\u00e4ssige Unternehmen ihre kohlenstoffintensive Produktion in L\u00e4nder verlagern, in denen weniger strenge klimapolitische Ma\u00dfnahmen gelten als in der EU, oder wenn EU-Produkte durch kohlenstoffintensivere Importe ersetzt werden.<\/h2><\/div><\/div><\/div><\/div><\/section>\n\n\n\n<section class=\"wp-block-cg-blocks-group undefined section section--article-content\"><div class=\"article-main-content\"><div class=\"container\"><div class=\"row\"><div class=\"col-12 col-md-11 col-lg-10 offset-md-1 offset-lg-1\"><div class=\"article-text article-quote-text\">\n<p>Dem m\u00f6chte die EU mit dem europ\u00e4ischen CO\u2082-Grenzausgleichsmechanismus (kurz \u201eCBAM\u201c von engl. \u201eCarbon Border Adjustment Mechanism\u201c) entgegenwirken.<\/p>\n\n\n\n<p>Derzeit sind Unternehmen allerdings von den CBAM-Anforderungen und den damit verbundenen Herausforderungen gefordert oder gar \u00fcberfordert. Laut einer <a href=\"https:\/\/www.ihk.de\/hagen\/servicemarken\/presse\/pressemeldungen\/september2024\/cbam-umfrage-6266858\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>DIHK-Studie<\/strong><\/a> in Deutschland sind fast ein Drittel der deutschen Unternehmen (31 Prozent) den kurzfristigen und weitreichenden CBAM-Anforderungen und der CBAM-Berichtsinfrastruktur nicht gewachsen<sup data-fn=\"4ddb5efc-220b-4eab-b80c-56bc2e9a4621\" class=\"fn\"><a href=\"#4ddb5efc-220b-4eab-b80c-56bc2e9a4621\" id=\"4ddb5efc-220b-4eab-b80c-56bc2e9a4621-link\">1<\/a><\/sup>. Zudem stehen mit dem CBAM erhebliche Kostensteigerungen f\u00fcr in die EU importierte Schl\u00fcsselg\u00fcter bevor.<\/p>\n\n\n\n<p>Initial gestartet im Oktober 2023, ist CBAM daher derzeit ein intensiv diskutiertes Thema in Industrie, Politik und Gesellschaft. Die Idee hinter der Regelung besteht darin, gleiche Wettbewerbsbedingungen f\u00fcr in der EU und au\u00dferhalb der EU produzierte G\u00fcter zu schaffen. Derzeit unterliegen in der EU produzierte G\u00fcter zus\u00e4tzlichen Kosten durch das europ\u00e4ische Emissionshandelssystem (EU-ETS), w\u00e4hrend au\u00dferhalb der EU produzierte G\u00fcter in der Regel keine Sanktionen f\u00fcr die Emission von Treibhausgasen erfahren.<\/p>\n\n\n\n<p>Durch CBAM m\u00fcssen Importeure in den Bereichen Stahl, Zement, D\u00fcngemittel, Aluminium, Wasserstoff und Energie nach 2026 CBAM-Zertifikate f\u00fcr die mit der Produktion verbundenen Emissionen kaufen, deren Preise an die Preise der EU-ETS-Zertifikate gekoppelt sind. Laut dem <a href=\"https:\/\/www.researchgate.net\/publication\/369070904_The_Emerging_Endgame_The_EU_ETS_on_the_Road_Towards_Climate_Neutrality\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Potsdam-Institut f\u00fcr Klimafolgenforschung<\/strong><\/a> k\u00f6nnten die Preise f\u00fcr Zertifikate im EU-ETS bis 2050 auf 400 \u20ac pro Tonne CO\u2082-\u00c4quivalente steigen.<\/p>\n\n\n\n<p>Dies w\u00fcrde beispielsweise zu einer <strong><a href=\"https:\/\/worldsteel.org\/data\/world-steel-in-figures-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">Preiserh\u00f6hung<\/a> <\/strong>von 760 \u20ac (+110 Prozent) f\u00fcr eine Tonne importierten Stahl f\u00fchren und somit erhebliche Herausforderungen f\u00fcr Importeure in die EU darstellen. Solche erheblichen Kostenbelastungen werfen f\u00fcr importierende Unternehmen die Frage auf, wie sie am besten mit den CBAM-Vorschriften umgehen und welche Beschaffungsstrategien mittel- und langfristig angepasst werden m\u00fcssen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-wirtschaftliche-nachhaltigkeit-erfordert-effektives-navigieren-von-cbam-nbsp\"><strong>Wirtschaftliche Nachhaltigkeit erfordert effektives Navigieren von CBAM&nbsp;<\/strong><\/h2>\n\n\n\n<p>Um die Auswirkungen von CBAM auf die Rentabilit\u00e4t komplexer Wertsch\u00f6pfungsketten in der EU und in die EU effektiv zu managen, m\u00fcssen Unternehmen die CBAM-Anforderungen und die CBAM-Berichtsinfrastruktur verstehen und sicher anwenden. Dies beinhaltet das Verst\u00e4ndnis und die Beherrschung der von der EU zugelassenen Verfahren zur Emissionsquantifizierung, um genaue Daten zu erstellen und \u00fcberh\u00f6hte CBAM-Kosten zu vermeiden. W\u00e4hrend derzeit noch eine Berichterstattung basierend auf den von der EU bereitgestellten Standardemissionswerten f\u00fcr einzelne G\u00fcter erlaubt ist, m\u00fcssen nach 2025 detaillierte Prim\u00e4rdaten von den Beschaffungsunternehmen au\u00dferhalb der EU bezogen werden.&nbsp;<\/p>\n\n\n\n<p>Neben dem Wissen \u00fcber die EU-Anforderungen ist Fachwissen in verwandten Bereichen erforderlich, um CBAM effektiv zu handhaben. Beispielsweise sind detaillierte Kenntnisse \u00fcber bestehende CO<sub>2<\/sub>-Bepreisungsmechanismen in den Beschaffungsl\u00e4ndern notwendig, da diese Mechanismen die Anzahl der zu erwerbenden CBAM-Zertifikate erheblich reduzieren k\u00f6nnen. In anderen F\u00e4llen k\u00f6nnten hohe CBAM-Kosten darauf hinweisen, dass es notwendig ist, die Beschaffungsstrategien vollst\u00e4ndig neu zu organisieren und zu dekarbonisieren. Dies gilt insbesondere, wenn EU-interne G\u00fcter im Vergleich zu au\u00dfereurop\u00e4ischen Produkten bereits jetzt oder in naher Zukunft sowohl \u00f6kologisch als auch wirtschaftlich vorteilhafter sein k\u00f6nnten. Entsprechende Bewertungen erfordern ein tiefes Verst\u00e4ndnis der CBAM-Regelungen, der globalen Preisentwicklungen und der Entwicklung nachhaltiger Technologieanwendungen in verschiedenen Weltregionen.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-verpasste-chancen-und-geschaftsrisiken-nbsp\"><strong>Verpasste Chancen und Gesch\u00e4ftsrisiken&nbsp;<\/strong><\/h2>\n\n\n\n<p>Aktuell sind viele Unternehmen von den Anforderungen, die CBAM stellt, massiv gefordert. Insbesondere diese Unternehmen konnten ihren ersten einf\u00fchrenden CBAM-Bericht, der im Februar 2024 bei den europ\u00e4ischen Beh\u00f6rden f\u00e4llig war, nicht abschlie\u00dfen oder einreichen. Noch gr\u00f6\u00dfere Probleme k\u00f6nnten jedoch in der n\u00e4chsten Phase auftreten, wenn das einfache Berechnungsschema auf Basis von Standardwerten nicht mehr akzeptiert wird und eine enge Zusammenarbeit mit den Lieferanten f\u00fcr die Berichterstattung von Prim\u00e4remissionsdaten umgesetzt werden muss.&nbsp;<\/p>\n\n\n\n<p>Laut DIHK sehen 46 Prozent der Unternehmen Probleme bei der Datenbeschaffung von Nicht-EU-Lieferanten, da diese Lieferanten generell Schwierigkeiten haben, bei Umwelt- und Emissionsbewertung. Lediglich 3 Prozent der Unternehmen berichten, dass die Zusammenarbeit mit Lieferanten bereits so weit fortgeschritten ist, dass sie zuverl\u00e4ssige Emissionsdaten erhalten k\u00f6nnen, was auf die erheblichen Herausforderungen hinweist, die CBAM in den kommenden Monaten und Jahren mit sich bringen k\u00f6nnte. Kleine und mittlere Unternehmen, insbesondere solche mit klar begrenzten Ressourcen in Bezug auf Personal und Kompetenzentwicklung, k\u00f6nnten erhebliche Schwierigkeiten haben, die CBAM-Herausforderungen sowohl aus Berichts- als auch aus strategischer Sicht eigenst\u00e4ndig zu bew\u00e4ltigen.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-cbam-bietet-die-chance-wirtschaft-und-nachhaltigkeit-zu-vereinen-nbsp\"><strong>CBAM bietet die Chance, Wirtschaft und Nachhaltigkeit zu vereinen&nbsp;<\/strong><\/h2>\n\n\n\n<p>Um die CBAM-Herausforderungen effektiv anzugehen, k\u00f6nnen Unternehmen von Partnern mit umfangreichem Fachwissen in CBAM-Regulierungen und -Infrastrukturen, Nachhaltigkeitsbewertung und nachhaltiger Strategieentwicklung profitieren. Dies kann beispielsweise bedeuten,&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dass die Einhaltung der CBAM-Vorschriften durch diese Partner unterst\u00fctzt, verwaltet oder sichergestellt wird, einschlie\u00dflich der eigentlichen Deklaration der CBAM-Emissionen \u00fcber die entsprechenden EU-Plattformen&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dass die mit CBAM verbundenen Herausforderungen der Datenerfassung gel\u00f6st werden, indem Tools und Infrastrukturen f\u00fcr die automatisierte und skalierte Daten\u00fcbertragung implementiert werden&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dass die unvermeidlichen Kostenauswirkungen des CBAM effektiv angegangen werden, indem gemeinsam nachhaltige langfristige Strategien f\u00fcr die Beschaffung von Schl\u00fcsselrohstoffen entwickelt werden.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Um sicherzustellen, dass die entsprechenden L\u00f6sungen harmonisiert sind und sich gegenseitig unterst\u00fctzen, ist es hilfreich, wenn sie aus einer einzigen Quelle stammen, so wie das gehandhabt wird beim Center of Excellence (CoE) for Sustainability von Capgemini Engineering. In Kombination k\u00f6nnen effektive L\u00f6sungen und Ma\u00dfnahmen nicht nur dabei helfen, CBAM-Herausforderungen zu meistern, sondern sie auch in echte Chancen zu verwandeln, um aktuelle Beschaffungsstrategien zu reflektieren und die Transparenz in der Lieferkette zu erh\u00f6hen.
