The point is that too often MDM projects concentrate on having a clear strategy and then implementing it in technology. What projects so really concentrate on is changing the culture and then automating that through technology. You need people thinking about how they work and how that impacts information, you need to re-organise people and processes to deliver on your goals. The strategy is clear: get it better. But its the change in culture that will realise that much more than technology change.
