Entre tanta iniciativa legal, es l\u00f3gico preguntarse si no es m\u00e1s rentable poner un despacho de abogados. S\u00f3lo analizar y tratar de comprender el nuevo marco regulatorio es una tarea en s\u00ed misma. Incluso el propio idioma en que se promulga por vez primera la normativa llega a suponer una ventaja para los pa\u00edses que comparten dicha lengua. Solvencia II se publica primero en ingl\u00e9s, y se traduce al resto de las lenguas oficiales.<\/p>\n\n\n\n<p>A la abrumadora cantidad de normas, se a\u00f1ade la <strong>incertidumbre<\/strong> sobre su entrada en vigor. En concreto, Solvencia II ya registra dilaciones. Ante tal escenario impreciso, muchas entidades han interpretado indirectamente que la falta de acuerdo desembocar\u00e1 en mayores plazos de implementaci\u00f3n y, por tanto, han <strong>relajado<\/strong> la adopci\u00f3n de medidas para la convergencia con Solvencia II.<\/p>\n\n\n\n<p>Seg\u00fan diversas fuentes existe una falta de preparaci\u00f3n del mercado local frente a Solvencia II. La participaci\u00f3n en los diferentes QIS ha sido creciente, pero no tantas compa\u00f1\u00edas se encuentran inmersas en el proceso de convergencia a S-II. Son las entidades de mayor tama\u00f1o y las multinacionales las que lideran el ranking del nivel de preparaci\u00f3n frente a Solvencia. Por riesgos, los de vida, no vida y mercado se encuentran bajo un mayor nivel de desarrollo que los restantes. Existe mayor preparaci\u00f3n a nivel organizativo y estrat\u00e9gico, pero su nivel de desarrollo e implementaci\u00f3n tecnol\u00f3gica est\u00e1 muy por debajo de las necesidades que acarrea el c\u00e1lculo del capital regulatorio y el reporting.<\/p>\n\n\n\n<p>Para comenzar el camino a Solvencia II, lo primero es conocer <strong>en qu\u00e9 punto se encuentra la organizaci\u00f3n<\/strong>, mediante un diagn\u00f3stico de situaci\u00f3n actual y gap para cumplimiento normativo. Junto con nuestros clientes estamos aprendiendo una serie de<strong> lecciones<\/strong> en torno a los programas de adaptaci\u00f3n a Solvencia II emprendidos:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La <strong>arquitectura tecnol\u00f3gica<\/strong> elegida para la gesti\u00f3n de riesgos debe <strong>integrarse<\/strong> al m\u00e1ximo con sus actuales Sistemas de Informaci\u00f3n.<\/li>\n\n\n\n<li>Se van a procesar <strong>grandes vol\u00famenes de informaci\u00f3n<\/strong> en escaso per\u00edodo de tiempo.<\/li>\n\n\n\n<li>Es un proyecto ambicioso y <strong>exigente<\/strong> <strong>en cuanto a medios t\u00e9cnicos y humanos<\/strong> con involucraci\u00f3n de las \u00e1reas de negocio y de tecnolog\u00eda. Como dato: s\u00f3lo aprovisionar los motores de c\u00e1lculo y agregaci\u00f3n de capital y los data marts de derivaci\u00f3n de hip\u00f3tesis, valoraci\u00f3n de activos y pasivos, reporting, puede suponer hasta el 70% del coste total del proyecto.<\/li>\n\n\n\n<li>Aparecen nuevas funciones y roles con <strong>skills muy espec\u00edficos<\/strong>. Adicionalmente, el desarrollo concurrente de m\u00faltiples l\u00edneas de trabajo sugiere la necesidad de coordinaci\u00f3n del programa a trav\u00e9s de una oficina de proyecto (interna, externa o mixta) y un sponsor del proyecto con alta capacidad de movilizaci\u00f3n.<\/li>\n\n\n\n<li>No existe, o no se conoce, un s\u00faper experto en todos los \u00e1mbitos de Solvencia II. Es un programa <strong>multidisciplinar<\/strong>. Cada l\u00ednea de trabajo sobre la que desarrollar los tres pilares, probablemente requiera de m\u00e1s de un interviniente externo
