25th Universal Postal Congress

The 25th Universal Postal Congress is coming to Qatar.

The Universal Postal Congress is the supreme authority of the UPU. It convenes every 4 years, bringing together plenipotentiaries of all member countries. The 25th Universal Postal Congress will start on September 24, 2012 and close on October 15, 2012, in the Qatari capital of Doha.

The main function of Congress is legislative andĀ focusesĀ on strategic issues. It has recently delegated some of its legislative powers to the UPU’s 2 councils: the Council of Administration (CA) and the Postal Operations Council (POC). Congress elects the UPU’s director general and deputy director general, as well as the members of the CA and POC. The supreme body also sets the budget ceiling for the following 4 years.

The major accomplishments of Congress include developing products, which have revolutionized the role of postal services, such as registered letters, postal money orders and international reply coupons. These have been integrated into the international postal network and are available to the majority of the world’s population.
